El género sigue siendo una línea divisoria, un factor clave de la vulnerabilidad a la pobreza y el menoscabo social en casi todas partes. En efecto, existe una proporcionalidad directa entre pobreza, niveles y patrones de ocupación y las desigualdades que subsisten en la sociedad. El género es una variable determinante para acceder a un empleo e incide en las retribuciones, las condiciones del trabajo, los beneficios y la seguridad laboral.  Una de las premisas del trabajo decente es la eliminación de las distinciones y desigualdades en razón del género, tanto en el hogar, como en la comunidad, la economía y la política. Así, se plantea la necesidad de investigar en qué medida subsisten tales diferencias en lo económico-socio-político y ambiental respecto de las oportunidades para hombres y mujeres.

The ILO Participatory Gender Audit Methodology is a particularly proactive method, based on a participatory and learning approach at the individual, work unit and organizational level.
The word “audit” has been normally understood to be “an accounting exercise” where an external expert evaluates a work unit and submits conclusions and recommendations to the management.

International agencies and donors have made gender mainstreaming and the achievement of equal opportunities top priorities on their agendas. National governments, workers and employers’ organizations and NGOs at country and regional level are looking foreffective, systematic ways of transforming existing gender awareness into concrete actions and sustainable mechanisms. In order to integrate a gender approach into their specific operational fields, development agents must have access to tools, resources, information, contacts and processes. This workshop will help turn existing competence in gender issues into effective and applicable skills applicable in participants’ work environment.

Gender budget initiatives have the potential to contribute to the promotion of gender equality in the International Labour Organization (ILO) Decent Work Agenda. The Decent Work Agenda seeks to promote social justice by advocating a rights-based approach to development. The International Training Centre (ITC-ILO) is well positioned to promote gender budgeting because of its capacity to work with and get support from the ILO tripartite constituencies. Their involvement is critical in ensuring a wide knowledge-base and use of the gender budgeting tool. ILO’s Decent Work Country Programme is using gender budgeting as a mean to analyze its impact and benefits on women.
